Abstract

Abstract: This article is about the development of community radio in Indonesia, it is problems and solutions. Community radio in Indonesia developed as an alternative to both public radio and commercial radio after the fall of Soeharto in 1998. Two important features of community radio are that it provides all community members with equal access to information, enhancing their rights and obligations, access to justice, public accountability and also enables them to participate actively in radio management and production. Both features enhance people’s selfawareness and sense of belonging to a community. The expansion of the progressive, participatory, community ownership, and non-profit model of community radio, has become a third sector of communication beside the commercial or state media. The dynamic development of community radio in Indonesia faced several problems starting from it is definition, implementation of regulation until standards of programmes operation based on the concept of community approach and participation

Di era tersebut radio siaran elitis karena hanya dikelola kaum urban, otoriter (dikendalikan penguasa untuk tujuan propaganda), komersial (dioperasikan untuk mencari untung dengan pendengar sebagai obyek atau komoditasnya). Tujuan media komunitas menurut Denis McQuail adalah (1) memberikan pelayanan informasi isu-isu dan problem universal, tidak sektoral dan primordial (2) pengembangan budaya interaksi yang pluralistik, (3) penguatan eksistensi kelompok minoritas dalam masyarakat, (4) bentuk fasilitasi atas proses menyelesaikan masalah menurut cara pandang lokal (McQuail, 2000). Banyak lembaga internasional tertarik pada pengembangan radio komunitas, seperti UNESCO, UNDP, FNS, Yayasan TIFA karena secara definitif radio komunitas diyakini berpeluang sebagai medium antisipasi, fasilitasi dan mediasi dialog apalagi dalam situasi konflik (as a post-conflict or disaster ‘tool’), ia juga menjadi instrumen menciptakan pemerintahan yang bersih (an instrument of good governance), memperkuat pemenuhan hak dan kewajiban, akses keadilan dan pertanggungjawaban publik penguasa birokrasi di tingkat akar rumput (enhancing rights and obligations, access to justice, public accountability). Data ini memposisikan radio komunitas sebagai alternatif pengisi blank-spot area, baik karena ketiadaan pelayanan media lain maupun oleh minimnya program media yang relevan dengan kebutuhan komunitas setempat
