Abstract

One of the major problems in the construction industry is that of fragmentation. This hasled to an increased adoption of design-build (DB) as a procurement route in recent years.This move attempts to solve problems associated with the use of the traditional designbid-build method.The performance of DB projects is investigated under three aspects, namely quality, timeand cost. Results of the opinion survey concluded that contractors, architects and clientsagreed that DB projects perform well in these three areas. This confirms the inherent advantagesthat DB has to offer. It is concluded that DB is indeed a worthwhile procurementroute but the various participants must understand its structure and accept the changesinvolved.

Introduction

There is a growing trend towards the use of the design-build (DB) procurement system in Singapore, which may be reflect the inherent advantages of DB. DB should not be viewed as a panacea for all the flaws of the traditional design-bid-build method. Katsanis and Davidson (1998) found that the DB procurement system requires owners to be highly sophisticated. Making DB contractors solely responsible does not solve the fragmentation of the industry but merely transfers the problems from owners to contractors. It is necessary to determine the performance levels of DB projects in terms of their time, cost and quality, so that when this procurement method is used the parties enter into the contract with full knowledge of what DB can and cannot achieve
