Abstract
The direct and indirect effects of Information and Communication Technologies (ICT) in all structures and normal life levels of people and the influence and development of tools for this phenomenon – new era on the most complex activities- is the most effective factor in technological development and consequently information development of the man. The potential capacities of information and communication technologies convince the leading executives to appear the potential capabilities of their organization with a deep understanding on the tools of this universal phenomenon. With this purpose, there has been tries to investigate, with extensive view, the fields of information and communication infrastructures and their functions in external organizational developments and internal organizational communications. This article has evaluated the present situation of electronic commerce in central company of Islamic Republic of Iran Railways using 5 aspects including: supportive- protective requirements, telecommunication- network requirements, technical-technological requirements, social-cultural requirements, legal- judicial requirements and 44 indicators. According to results, the supportive- protective requirements are in desirable state; the telecommunication- network requirements are in nearly desirable state; technological- technical requirements and social – cultural requirements are in undesirable and warning states. Also, about the indicators, the presence level of skilled persons in the field supporting institutions index has the maximum score and the maintenance of intellectual property index has the minimum score.
