Abstract

In this paper, we use the two-stage slacks-based measure dynamic network data envelopment analysis (SBM-DNDEA) model, to explore the value-creation process of regional innovation systems in China. We define the two stages as the technology innovation stage and the technology commercialization stage. In particular, we consider the numbers of invention patent in three different statuses as intermediate and/or carryover variables. The data was of 30 regional innovation systems in China from the period of 2011–2018, when China's National Plan for Medium and Long-term Scientific and Technological Development (NPMLSTD) was implemented. Our results highlight the importance of invention patents to overall performance of regional innovation development. We show that in addition to expanding research and development (R&D) budget, enhancing the quality of the invention patents can also improve the regional innovation scores.
