Abstract
原子力規制委員会は，第二種廃棄物埋設の事業に関する規則で定める放射性廃棄物の技術上の基準のうち，放射性廃棄物を容器に封入又は固型化する方法等について，これまでは原子力規制委員会規則又は告示において仕様を定めてきたが，これを性能規定化することとした．改正した原子力規制委員会規則の技術上の基準により，規制機関による確認の体系が変わり，また埋設事業者は放射性廃棄物の受入れ基準（WAC）を定めなくてはならない．本稿では，これまでの放射性廃棄物の技術上の基準を性能・機能等に整理し，さらに，国際基準や他国の規制制度における「放射性廃棄物の受入れ基準」の位置付けや役割を参考に，我が国の規制制度に「放射性廃棄物の受入れ基準」を導入する際の考え方について考察する．
