Abstract

Fishery cultivation is one of the economic sectors that have potential and important role for the Indonesian economy. To support the potential of fisheries, the Government of Malang Regency requires a lot of fish fries in an effort to sustainability of fishery activities. So to support this sector they made Minapolitan Area Development Planning in Malang. The purpose of this study are: first to describe and analyze the region's development planning Minapolitan in Malang, second are to describe and analyze the role of stakeholders in support of planning, and the third identifies the enabling factors and obstacles in the Planning of Minapolitan Area Development in Malang based on SWOT analysis. The research method used is a qualitative approach with a descriptive type. Sources of data derived from informants, documents and statistical data. Technique of data collecting is done through observation, interviews, and documentation. The results showed that the region's Minapolitan development planning in Malang is the combination of top-down and bottom-up planning. The role of stakeholders is good enough, but coordination among stakeholders needs to be improved. Supporting factors in this plan: the legal basis, support of region agency, potential fisheries, Fish Seed Center, JALITIM and JALITSEL that supports marketing, market opportunities. Inhibiting factors: a limited budget, low technology, illegal fishing, PPM field sites have not been realized, season, and epidemic diseases.
