Abstract

Local governments cash management as a part of local financial management system is one important aspect to optimize local government revenues. It is important for local governments to know the pattern of their revenue and expenditure to be arranged for optimal cash budget. This study is aimed to understand that pattern for Kabupaten Pekalongan and to predict the revenue and expenditure in the next two years. Time series analysis is used in this study, using annual budgetary data for the period of 2001 to 2009 and monthly data f or the period 2006 to 2009. The result show that each cash budget component has different seasonal index and it is predicted that revenue and expenditure in the year of 2010 and 2011 will be increase. Monthly cash liquidity is sufficient to finance all local expenditures, even for the first three months of the coming year. Local government of Kabupaten Pekalongan has a very high financial liquidity and create an excessive idle cash. Therefore, for the first three months of the year, local government will be able to put its cash money in to a short-term portfolio investment or deposits which will be giving return or profit from the higher interest rate. It will increase local revenue (Pendapatan Asli Daerah or PAD)
