Abstract

In the new paradigm of civic education, it purposes in forming civil society by empowering citizens in the democratic government. Therefore, the subject of civic education in the primary school should be significantly designed by describing functionally the com-ponents of civic knowledge, civic skills and civic dispositions, so that learners as citizens could be participate actively both in the context of society in national life, as well as in the context society of global life (desirable personal qualities). In achieving these objectives, character based of civic education should be implemented by the active, creative, effective and joyful learning as an innovative learning.

Jurusan Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu sosial, Universitas Negeri Medan, Indonesia. Pendidikan Kewarganegaraan dengan paradigma baru berorientasi pada terbentuknya masyarakat sipil (civil society) dengan memberdayakan warganegara dalam sistem pemerintahan yang demokratis. Mata pelajaran pendidikan kewarganegaraan pada sekolah dasar perlu dirancang dengan menjabarkan komponen civic knowledge, civic skills dan civic dispositions secara fungsional, sehingga peserta didik sebagai warganegara dapat berpartisipasi secara aktif baik dalam tataran kehidupan bermasyarakat, berbangsa dan bernegara, serta dalam era kehidupan global (desirable personal qualities). Maka pembelajaran PKn berbasis karakter perlu diterapkan melalui pembelajaran aktif, kreatif, efektif dan menyenangkan sebagai pembelajaran yang inovatif
