Abstract
Policing is one of the final filter mechanisms in order to avoid the impact of globalizationentering Indonesia. Good policing can anticipate the dynamicof strategic environment before the bad impact happen in the society. Therefore, it is important for police to be able to conduct analyses on comprehensive strategic policing based on sectorial. For example, globalization, economy, and terrorism have specific chains and/or relationship pattern, in which the development influences the livelihood of Indonesia society. Indonesia Police has role to protect, assist, and serve society by giving priority on preventive functions before negative impact caused by the changes of strategic environmentoccurred. National strategic analysis is important to develop police capability by using humanity approach. This essay is to strategically analysethe comprehensive security through economic point of view including in the context of terrorism.

Summary
Satu kejahatan yang terjadi adalah fenomena, tetapi seribu kejahatan merupakan statistik. Beberapa fakta aktual menunjukkan bahwa terdapat 6.000 orang Indonesia memiliki rekening di luar negeri dengan potensi jumlah uang ditaksir mencapai Rp 11.400 triliun.[13] Dana sebesar itu dilacak Kementerian Keuangan merupakan uang yang mengendap sepanjang kurun waktu 20 tahun terakhir (1995-2015). Mekanisme politik dan konsolidasi di tingkatan pelaku bisnis masih sangat rendah untuk merespon permasalahan seperti ini, dari 1.256 pemberitaan tentang buruh, dalam review Indonesia Media Monitoring Center tercatat hanya 2,8% saja pemberitaan yang berisi respon DPR atau DPRD terhadap aksi buruh tersebut. Instabilitas dalam perekonomian dapat menciptakan kerusuhan massa seperti terjadi pada awal masa reformasi, dimana daya beli masyarakat yang rendah melahirkan tindakan anarkis dengan menyerbu toko dan kawasan perdagangan yang ada. Dalam kurun waktu yang bersamaan, aksi teror bom juga sempat dilakukan kelompok radikal terhadap tempat ibadah gereja, meliputi: bom pipa gas, BPIS Solo, dan Gereja di Poso.[20]. Jika diriview sejak kemunculan tindak terorisme dalam rentang waktu 15 tahun terakhir, Kepolisian telah berhasil mengungkap 171 kasus terorisme.[21]
