Abstract

Often in an election campaign, the union will use complaints about pay and promotion policies to convince employees they need a union. The fact is that many employers that want to avoid unions may devote insufficient resources to employee evaluation. Performance reviews may be done poorly, inconsistently, infrequently, or not at all. Many companies have never faced the responsibility for employee evaluation.
