Abstract
Path dependence of China's government information service innovation includes the traditional political culture, political system, vested interests and dual economic system and so on. This paper analyzes path dependence problem of China's government information service innovation, and points out that it should take a progressive path combined with the induced changes and mandatory changes as well as integrated the top-to-bottom mode and bottom-to-top mode. In addition, the Institution Change Theory and Property Economy Theory are also utilized to design and establish the progressive path of government's information service innovation, that is, “consciousness remodeling - institutional reform - organizational remodeling - property right division - technical support - performance driving”.
