Abstract

The octogenarian dean of Soviet hydrologists, long the head of the Hydrology Department of the Institute of Geography, Moscow (1962-1986), before his retirement, describes water management experience and explores the legacy it provides for progress in world water resource protection for the next century. In so doing, he offers interesting insights into advances and deficiencies in Soviet water management practice over the last several decades and into the root causes of present Soviet water quality problems. Water quality legislation in the USSR is singled out for particularly harsh criticism, as are mistakes in water policy in the Aral Sea region. Translated by H. L. Haslett, Leamington Spa, UK.
