Abstract
In 1882 Belgian jurist Victor d'Hondt published an influential pamphlet entitled, Système Pratique et Raisonné de Représentation Proportionnelle. In doing so, he gave his name to a now widely used ‘divisor’ method of seat allocation under party list systems of proportional representation.
