Abstract

The passage of the National Health Insurance Act in June 2000 in South Korea was the culmination of a long-fought and contentious battle waged between advocates of a single-payer scheme and those who favored a multiple insurance society system. Since the inception of the health insurance system in the 1970s, a division of opinions about the merits of a single-payer versus multiple-insurer scheme had simmered. Despite several attempts by advocates to push for a single-payer fund, the plan’s opponents had repeatedly foiled their efforts.
