Abstract

Community participation is a tool to obtain information about the conditions, needs, and attitudes of the local community, if they feel involved in the process of preparation and planning and democratic rights. So that community participation in forest and land fire control causes a decrease in the number of fires, although there are still fires in Rokan Hilir Regency. Then the handling of fires in Rokan Hilir Regency is carried out with the Rokan Hilir District Regulation No. 41 of 2017 concerning the implementation unit for controlling forest and land fires in Rokan Hilir Regency. And the urgency of this research is expected to provide a role model in solving the fire problem by changing the policy perspective from top down to bottom up. The purpose of this study was to determine community participation in supporting forest and land fire control policies in Rokan Hilir Regency. The theory used is based on 4 indicators of the form of community participation from Cohen and Uphoff, namely participation in decision making, participation in implementation, participation in benefit making and participation in evaluation. The research method used in this research is descriptive research method with a qualitative approach. In collecting data, the author uses interview and documentation techniques. The results of this study indicate that community participation in forest and land fire control policies in Rokan Hilir Regency has decreased the rate of forest and land fires in Rokan Hilir Regency in 2019 - 2020 in accordance with Government Regulation Number 45 of 2004 concerning forest protection so that community participation is achieved. in supporting forest and land fire control policies.
