Abstract
Actually the public policies management depends upon the establishment ofpartnerships between public power and civil society’s organizations. At the same time inwhich one tries to constitute more public parameters in the policies management, occurs thegrowing uses of service’s indirect executions and focused expenses mechanisms. Throughthe case analyses of Sao Paulo’s social assistance policies we intend to answer these followingquestions: In this context, which limits are imposed to the State in the policies implementation?The fact that the social assistance policy in Sao Paulo’s city depends on the shared actuationbetween public power and civil society would not insides directly on the policies focalizationstrategies claimed by the public power? Which are the limits that these considerationsreveals for the social services executed through the partnership between State and civilsociety’s organizations? Beginning from official data, we produced one territorial and sectorialcharacterization of the social assistance network existing in the city. Confronting this datawith the social vulnerabilities references – used by the public power to define the policiesfocalization areas – we have concluded that the public power can not accomplish the focalizedpolicy strategy of management in the social assistance area of the municipality.
