Pandemic governance: Developing a politics of informality
South Africa had the privilege of learning from how other countries responded to the crisis engendered by the COVID-19 pandemic. However, this opportunity seems to have been lost as the South African government made the mistake of transposing a developed world preventive response onto a largely developing-world populace. The government failed to map out how factors such as South Africa’s demographic composition, spatial architecture, the incidence of poverty and informality, and competing epidemics would interact synergistically and shape epidemiological outcomes. In this article shaped by sociological insights, we show how the application of governance systems can give rise to many unintended social consequences when the knowledge forms upon which they are based are not suitably tailored to meet the needs of the specific local context. We highlight how informality can play a valuable role in fighting the COVID crisis and suggest that, to truly succeed, the government should include rather than override informal principles of governance. Significance: We present a brief comparative analysis of the responses of different nation states to the COVID-19 pandemic. The insights contribute to the sociological literature as well as to other disciplines, highlighting how local contextual factors are (re)shaping the form of policy responses as well as their associated consequences. More specifically, we focus on the importance of adopting a political economy approach in the analysis of informality and motivate how and why this may be useful for consideration in areas related to policy development and governance more broadly.

Iconic events have traditionally instigated progression in the fields of crisis and disaster science. In the wake of the COVID-19 pandemic, the pressing question is how this global health emergency impacted the research agendas of our field. We reviewed contributions in ten important crisis and disaster journals in the two and a half years following the COVID-19 outbreak from 1 January 2020 to 30 June 2022. Specifically, we conducted a bibliometric review using thematic mapping analysis to distill the major themes covered by the emerging COVID-19 literature within crisis and disaster science (N = 239 articles). Our results indicate that several well-known topics are applied to the COVID-19 pandemic, such as risk, crisis communication, governance, resilience and vulnerability. The pandemic also gave rise to new topics, such as citizen behavior, state power, and the business and mental health impact of crisis measures. Several studies are already looking ahead by identifying lessons for preparedness and mitigation of future pandemics. By taking stock of the surge of COVID-19 studies while this academic literature is still taking shape, this review sets the stage for future contributions to the crisis and disaster literatures. It provides valuable lessons for what topics are studied and what themes need more attention. The COVID-19 pandemic is destined to become an iconic event for our literature that not only strengthens and deepens existing debates, but also clearly offers the opportunity to draw in new perspectives and broaden the horizon of crisis and disaster science.

This article describes the ways in which socioeconomic characteristics and workplace contexts shape the unintended consequences that cancer survivors can experience as they return to work. The study was conducted in an employment setting where there is a major focus on productivity and economic growth in the business sector. Five focus groups (N = 33 participants) were conducted in 2012 in Singapore. Questions were directed at obtaining information related to the meaning of a job and reactions to return to work as a cancer survivor completes primary cancer treatment. A thematic analysis using a two-staged analytical process was conducted to identify (1) work-related challenges faced by survivors as a result of the interplay between their self-identity as someone with a critical illness and organizational structure, and (2) unintended social consequences (USCs) related to the interaction between the workplace and cancer survivor. Eight emerging themes of work-related challenges and unintended consequences were categorized. Fear of losing out by compromising one's expectation, downplaying illness to avoid being a burden to others, working harder to meet expectations, and passive acceptance to perceived discrimination. Unintended consequences were also observed in relation to policies, procedures, and economic factors in the context of a heightened economically driven social climate. This study contributes to the understanding of how cancer survivors perceive their work situation. These findings can inform health care providers, employers, and policy makers regarding the challenges faced by cancer survivors as they return to the workplace in a culture of a rapidly growing emphasis on economic concerns. These findings offer a new perspective on the complexities that can occur when cancer survivors interact with their workplace. Awareness of the existence and types of unintended consequences in this context can help provide a more comprehensive understanding of the cancer survivor and work interface.

IntroductionUnderstanding the affordability of healthy eating has always been a critical question but has escalated in importance considering the global context of more recent soaring food prices and the worsening of food and nutrition security indicators since the COVID-19 pandemic. The objective of this study was to evaluate the cost and affordability of basic healthy eating in South Africa and Kenya, through the application of a Basic Healthy Food Basket (BHFB) modeling framework applied within the food intake and nutritional context of the target countries.MethodsThe construction of the BHFB models was based on a number of key considerations (i.e., ‘building blocks’): household demographic (size and composition), socio-economically disaggregated household income levels, minimum wage data, typical food intake patterns, nationally monitored food retail prices and official country-specific nutrient intake and food consumption guidelines. For both countries BHFB’s were compiled and interpreted at a national level, as well as for a ‘more plant-based’ BHFB. The nutritional adequacy of the national BHFB’s was evaluated.ResultsBased on national demographical statistics in Kenya and South Africa, the reference family was defined as a four-member reference household consisting of 2 adults and 2 children. The detailed composition of the national BHFB’s is presented, consisting of 31 food items in Kenya and 24 food items in South Africa – covering all the food groups according to nutritional guidelines. The nutritional adequacy of the various BHFB’s is discussed and were generally deemed adequate for the majority of micro-nutrients – particularly the micro-nutrients of concern in the various countries. In January 2023 the cost of the national BHFB in Kenya and South Africa amounted to KSh33 800 (US$270) and R4 715 (US$ 262) respectively, − potentially excluding approximately 60% of the population from being able to afford a basic healthy food basket. A movement to ‘more plant-based’ BHFB’s (i.e., proportionally less meat/fish/eggs and proportionally more legumes) reduced the cost of the BHFB’s with 15% in Kenya and in South Africa. From a social support perspective, the analyses indicated that social support in the form of child support grants and children benefiting from school feeding programmes could result in the share of households able to afford basic healthy eating to increase by approximately 10 percentage points in the South African context.Conclusions and recommendationsThe study showed that the high (and rising) cost of basic healthy eating prevents large numbers of households in South Africa and Kenya from being able to afford basic healthy eating when considering current income distribution data. The research outcomes of the BHFB methodology applied in this study to monitor and evaluate the cost and affordability of basic healthy eating, should be monitored regularly and taken into consideration to inform food and nutrition policy decisions and actions. However, from a methodological perspective several critical challenges will have to be addressed to improve the measurement accuracy of the BHFB models, including the availability of official food retail price monitoring of a wider range of food items; household demographics, household income data, food intake data and household-level food expenditure data that are more frequently updated, as well as socio-economically and geographically disaggregated data on typical food intake behavior. From the perspective of plant versus animal protein sources, the study suggested that food intake patterns with an increased focus on legumes as a source of plant-based protein could help to improve the affordability of basic healthy eating. However, it is also important to consider consumer acceptability in this context from various perspectives, including sensory acceptability, cultural acceptability, and the available time for food preparation. The study identified the critical need to evaluate the cost of basic healthy eating on a geographically more refined level. This is based on the diversity of food intake behavior in different regions within the target countries as pointed out by in-country experts. However, future research to develop an improved understanding of food intake pattern in different regions/provinces/counties will be a critical enabler, along with geographically disaggregated food retail price data and demographical information.

Background: Southern African countries adopted diverse responses to the challenge posed by the COVID-19 pandemic outbreak, which manifested itself as both a health and economic disaster.Aim: Using a case study approach of two South African countries, namely Botswana and South Africa, the article assessed their response measures to the COVID-19 pandemic.Setting: Southern African countries applied ‘domesticated’ forms of responses thus, there has been no one-size-fits-all approach to managing the pandemic.Methods: The study adopted a qualitative approach. Two case studies namely Botswana and South Africa were used. Documentary evidence was drawn from these case studies.Results: To ensure that Southern African countries and indeed the world in general navigate the challenges posed by the COVID-19 pandemic, the World Health Organization (WHO) developed operational planning guidelines that had sought to balance the demands of responding effectively to COVID-19 and the need to serve economies from collapse. However, an analysis of the programmes of responses in South African countries such as Botswana showed the ‘domestication’ of the guidelines. Nevertheless, the guidelines, although having met with criticism in some cases had significantly contributed to the effective management of COVID-19 health and economic effects.Conclusion: The COVID-19 pandemic required the state and its institutions to exercise effective leadership and unified action. In South African countries such as Botswana and South Africa, this pandemic showed the importance of governments in shaping the effectiveness of national responses, strategies and approaches in tackling the crisis.

The challenges brought by pandemic governance include the efficient management of socioeconomic, political, and health issues. In today's sociodemographic and globalized environment, a rational and scientific approach to pandemic governance and public health policy formulation necessitates a combination of science, culture, and people. Effective pandemic governance requires an approach that is adaptive, and lesson based. In instances when faith in governmental institutions and political leadership are crucial, knowledge of the public health system, epidemiology, and socio-political issues is also important. Effective pandemic governance can impact COVID-19 management outcomes. This study looks into the Zamboanga City's COVID-19 management responses. It examines the effectiveness of the measures implemented by Zamboanga City in the critical areas specified for the management of the COVID-19 epidemic. This study employs a descriptive-qualitative method using secondary data analysis and interview guide. This study demonstrates that Zamboanga City's approaches to the management of the COVID-19 pandemic are effective in thirteen (13) assessment categories. This study also reveals flaws in the application of countermeasures against the spread of the COVID-19 virus. Thus, there is a need to improve responses on the part of political leaders by designing, integrating, and implementing sound governance strategies in the fight against COVID-19 pandemic.

The COVID-19 pandemic pushed the governments of the world to implement different regulative and protective measures. Although these measures required serious re-considerations of public health strategies, they were still grounded on pre-existing contexts of countries' health systems, namely the "new public health" paradigm. Turkey's neoliberal health reforms since 2003 coincide with the principles of this paradigm's trends toward marketizing services and responsibilizing individuals; yet the Turkish context of the pandemic also stands out due to its mixed and unique form of governance. Utilizing the tweets of the Turkish Health Minister between March 13th and October 1st, 2020, we conducted a thematic qualitative analysis investigating the Turkish state's response to the COVID-19 pandemic. Our analysis revealed that state responsibility was framed around building new pandemic hospitals, informing the public, and building trust. Conversely, his tweets assigned Turkish individuals an active role in shaping pandemic outcomes through their "informed" and "empowered" agency. Finally, he coined "togetherness," referring to the sum of individual actions, as an indispensable goal in assuring public compliance with precautions. The Minister's tweets reflect the unique nature of pandemic governance in Turkey with a relatively imposing and swift response of centralized power but a primary focus on "responsibilized" individuals' collective actions.

This study longitudinally investigates women’s levels of perceived stress during the COVID-19 pandemic in Germany and the Netherlands, in relation to work- and family stressors. It further examines the moderating role of education as a protective factor against stress. Our country cases represent similar pre-pandemic gender regimes that extensively relied on women’s part-time work but exhibited variation in pandemic governance. Drawing on longitudinal data from population-based samples, we estimate random effects panel models across three time points (pre-pandemic, during or shortly after first lockdown, later stage of the pandemic). For the Netherlands, we find that women initially experienced an increase in stress but later recovered. In Germany, stress initially decreased, but only for women without children. Multivariate models show that working fewer hours protected women against stress in Germany, particularly those with higher education. In the Netherlands, no such moderation effects were found. Instead, in the Netherlands, differences between educational groups were larger than differences between women with varying working hours. These results are discussed in light of country differences in pandemic governance.

BackgroundThe increasing burden of non-communicable diseases (NCDs) in sub-Saharan Africa is causing further burden to the health care systems that are least equipped to deal with the challenge. Countries are developing policies to address major NCD risk factors including tobacco use, unhealthy diets, harmful alcohol consumption and physical inactivity. This paper describes NCD prevention policy development process in five African countries (Kenya, South Africa, Cameroon, Nigeria, Malawi), including the extent to which WHO “best buy” interventions for NCD prevention have been implemented.MethodsThe study applied a multiple case study design, with each country as a separate case study. Data were collected through document reviews and key informant interviews with national-level decision-makers in various sectors. Data were coded and analyzed thematically, guided by Walt and Gilson policy analysis framework that examines the context, content, processes and actors in policy development.ResultsCountry-level policy process has been relatively slow and uneven. Policy process for tobacco has moved faster, especially in South Africa but was delayed in others. Alcohol policy process has been slow in Nigeria and Malawi. Existing tobacco and alcohol policies address the WHO “best buy” interventions to some extent. Food-security and nutrition policies exist in almost all the countries, but the “best buy” interventions for unhealthy diet have not received adequate attention in all countries except South Africa. Physical activity policies are not well developed in any study countries. All have recently developed NCD strategic plans consistent with WHO global NCD Action Plan but these policies have not been adequately implemented due to inadequate political commitment, inadequate resources and technical capacity as well as industry influence.ConclusionNCD prevention policy process in many African countries has been influenced both by global and local factors. Countries have the will to develop NCD prevention policies but they face implementation gaps and need enhanced country-level commitment to support policy NCD prevention policy development for all risk factors and establish mechanisms to attain better policy outcomes while considering other local contextual factors that may influence policy implementation such as political support, resource allocation and availability of local data for monitoring impacts.

This paper aims at evaluating Transit Oriented Development’s performance related to social equity. We are going through the topic starting by the definition of Transit oriented Development, understanding its benefits (economic and environmental), its unintended consequences (related to social equity) and new strategies to avoid the latter ones. Finally we will compare two study cases, one in Rome (Italy) and one in Oakland, CA (USA) in order to figure out whether or not unintended social consequences are likely to be expected. We will adopt an evaluation design scheme, discovering that the best way to guarantee social equity is by using a “mixed framework” approach

Studying the problem of the invisible hand may be very insightful, but also it brings up some dangers. As an ethicist, I would like to mention one very important axiological danger that occurs in some studies conducted by social scientists on the market especially linked to the invisible hand assumption. It is a danger of moral reductionism that results from assumption that rules of invisible hand are scientific laws. We might say that economic imperialism is not anything special. It is popular that when a scholar develops good theory, he tries to apply it to the widest possible range of phenomena, but in most cases, he is put in his place by fellow scientists. Economists, surprisingly, succeeded in widening the scope of their investigation without any loud objections. In my paper, I would like to explore the idea that economic imperialism is a leading paradigm in many spheres of science which has resulted in unintended social consequences. If we want to overcome this paradigm, we need to start with redefining, reinventing, revaluing the language we use.

The fear of unintended consequences is frequently used to argue against conservation interventions that range from climate engineering, to genetic editing of imperiled species, to actions as seemingly mundane as using seeds from non-local sources in restoration projects. There is no denying that unintended consequences are real and worthy of concern. Indeed, environmental textbooks are filled with descriptions of past interventions gone awry (such as the introduction of cane toads to Australia for biocontrol, the impacts of long-term wildfire suppression, or the use of DDT to control insect pests). However, there are also numerous counterexamples of interventions turning out as planned (for instance, barging salmon smolts around Snake River dams and human-assisted hybridization rescuing the depleted gene pool of Florida panthers). For actions under consideration, the question is how to weigh the possible unintended consequences versus the highly likely intended benefits. A June 2020 workshop (https://reviverestore.org/intended-consequences), organized by Revive & Restore, assembled an international group of conservationists (including wildlife biologists, restoration scientists, geneticists, ethicists, and social scientists) to re-examine the precautionary principle and its associated focus on unintended and unanticipated consequences. Two observations make apparent the need for this reassessment. First, accelerating anthropogenic climate change and the expanding human footprint create ever-greater urgency for actions that could avert disasters or prevent human-driven extinctions. With most rivers dammed, a nitrogen cycle dominated by human alterations, and such severe global warming that within 50 years as many as one in three humans could be forced to migrate in search of a habitable environment (https://nyti.ms/2E5a0Wi), conservationists do not have the luxury of “doing nothing” out of fear of unintended consequences. Caution is prudent, but paralysis is unconscionable. Second, the science of risk assessment has advanced so that, although it is impossible to eliminate uncertainty, the likelihood of horrific ecological surprises is much less now than in previous decades. Ecologists today better understand ecosystems and indirect effects than they did in the 1960s and 1970s when several well-intended, but ill-fated, introductions were conducted (eg introducing the American red squirrel to Newfoundland to augment the diet of pine martens; introducing the seed weevil Rhinocyllus conicus to control exotic thistles in North America). Lessons learned with each intervention reduce the chance for future errors. Not only is risk assessment improving, but some of the tools for intervention are becoming refined. For example, the genomic and phenotypic changes that result from gene editing are much more precise than those wrought by more widely accepted techniques like hybridization and mutagenesis. Obviously, the answer is not to blithely ignore unintended consequences and adopt an “anything goes” attitude. However, it is time to recalibrate our traditional cautionary approach to environmental decision making with fine-tuning in four dimensions. First, the intended consequences of proposed interventions must carry more weight in analyses. Consider the public debate over transgenic Bt crops. The intended benefit of reducing the application of broadly toxic insecticides has largely been overshadowed by fears of environmental harms, for which there is no convincing evidence. Second, scientists should avoid being overly influenced by examples of disaster from generations ago and give more credit to recently accumulated empirical evidence. From reintroductions to genetic rescues, the vast majority of contemporary environmental interventions have produced their intended positive outcomes, yet a few historical cases of problematic outcomes continue to dominate public perception. Moreover, all actions, including inaction, entail the potential for unintended consequences. For instance, growing evidence shows that protected area creation – an intervention largely embraced by conservationists – typically displaces, rather than curtails, environmental harms and can prove counterproductive if local communities are alienated. Third, risk assessment relies on tools ranging from controlled experiments and practical experience to models and simulations. All of these tools help characterize risk, but empirical data should be far more reassuring than theoretical, but untested, models. Thirty years of globally widespread Bt crops with no ill-effects ought to inspire confidence, whereas speculative interventions such as solar geoengineering warrant greater precaution. Lastly, and most importantly, scientists need to recognize that the worst unintended consequences may not be environmental or ecological, but rather social. A carbon tax might be a great way to reduce greenhouse-gas emissions and a protected area may secure a remnant population of a declining species, but such actions disproportionately impose costs on marginalized human communities. A wider variety of voices must be invited to weigh in on what intended outcomes are desired, and how best to achieve them. While risk reduction efforts now better recognize and minimize unintended environmental harms, much work remains to address unintended social and cultural consequences. In this article we present an exploration and understanding of the lived psychosocial experiences of Foundation Phase teachers (FPTs) in South Africa during the COVID-19 pandemic. This phenomenological research was conducted with a specific group of 6 FPTs from 3 provinces in South Africa, namely, KwaZulu-Natal (KZN), Gauteng (GP) and the Western Cape (WC). Purposive sampling was selected alongside availability and convenience of the research participants. Multiple methods of generating data were selected: semi-structured interviews, collage inquiry and metaphor drawing. The Psychosocial Development Theory was used as a theoretical framework to offer lenses in exploring and understanding the psychosocial experiences of FPTs who were working during the COVID-19 pandemic in South Africa. Throughout data interpretation and analysis, vignettes were presented through themes and sub-themes and collage portraiture was used as an analysis tool to support and enliven the analysis. The research findings reveal that FPTs in South Africa had knowledge and understandings of the COVID-19 pandemic, experienced a variety of challenges during the COVID-19 pandemic, and needed intervention strategies to support them during the COVID-19 pandemic. A psychosocial development research intervention model has been created for FPTs to work during the COVID-19 pandemic or in similar emergencies.

Introduction Jerusalema, a song from Mzansi — an informal isiZulu name for South Africa — became a global hit during the Covid-19 pandemic. Set to a repetitive, slow four-to-a-bar beat characteristic of South African house music, the gospel-influenced song was released through Open Mic Productions in 2019 by the DJ and record producer Kgaogelo Moagi, popularly known as ‘Master KG’. The production resulted from a collaboration between Master KG, the music producer Charmza The DJ, who composed the music, and the vocalist Nomcebo Zikode, who wrote the lyrics and performed the song for the master recording. Jerusalema immediately trended on social media and, as a “soundtrack of the pandemic” (Modise), became one of the most popular songs of 2020. Soon, it reached no. 1 on the music charts in Belgium, Romania, the Netherlands, South Africa, and Switzerland, while going triple platinum in Italy and double platinum in Spain (Hissong). By September 2020, Jerusalema was the most Shazammed song in history. To date, it has generated more than half a billion views on YouTube. After its initial success as a music video, the song’s influence was catapulted to a global cultural phenomenon by the #JerusalemaDanceChallenge video posted by the Angolan dance troupe Fenómenos do Semba in 2020, featuring exquisite dance steps that inspired a viral social media challenge. Some observed that footwork in several of the videos posted, suggested dance types associated with pantsula jive and kwaito music, both of which originated from the black townships of South Africa during the apartheid era. Yet, the leader of the Angolan dance troupe Fenómenos do Semba, Adilson Maiza claimed that the group’s choreography mixed kuduro dance steps (derived from the Angolan Portuguese term “cu duro” or “hard ass”) and Afro-beat. According to Master KG, indeed, the choreography made famous by the Angolan dancers conveyed an Angolan touch, described by Maiza as signature ginga e banga Angolana (Angolan sway and swag; Kabir). As a “counter-contagion” in the age of Coronavirus (Kabir), groups of individuals, ranging from school learners and teachers, police officers, and nursing staff in Africa to priests and nuns in Europe and Palestinians in the Old City of Jerusalem were posting Jerusalema dance videos. Famous efforts came from Vietnam, Switzerland, Ireland, Austria, and Morocco. Numerous videos of healthcare workers became a source of hope for patients with COVID-19 (Chingono). Following the thought of Zygmunt Bauman, in this article I interpret Jerusalema as a “re-enchantment” of a disenchanted world. Focussing on the song’s “magic”, I interrogate why this music video could take on such special meaning for millions of individuals and inspire a viral dance craze. My understanding of “magic” draws on the writings of Patrick Curry, who, in turn, bases his definition of the term on the thought of J.R.R. Tolkien. Curry (5) cites Tolkien in differentiating between two ways in which the word “magic” is generally used: “one to mean enchantment, as in: ‘It was magic!’ and the other to denote a paranormal means to an end, as in: ‘to use magic’”. The argument in this article draws on the first of these explications. As a global media sensation, Jerusalema placed a spotlight on the paucity of a “de-spiritualized, de-animated world,” a world “waging war against mystery and magic” (Baumann x-xi). However, contexts of production and reception, as outlined in Burns and Hawkins (2ff.), warrant consideration of social and cultural values and ideologies masked by the music video’s idealised representation of everyday South African life and its glamourised expression of faith. Thus, while referring to the millennia-old Jerusalem trope and its ensuing mythologies via an intertextual reading, I shall also consider the song alongside the South African-produced epic gangster action film Jerusalema (2008; Orange) while furthermore reflecting on the contexts of its production. Why Jerusalema — Why Its “Magic”? The global fame attained by Master KG’s Jerusalema brought to the fore questions of what made the song and its ensuing dance challenge so exceptional and what lay behind its “magic” (Ndzuta). The song’s simple yet deeply spiritual words appeal to God to take the singer to the heavenly city. In an abbreviated form, as translated from the original isiZulu, the words mean, “Jerusalem is my home, guard me, walk with me, do not leave me here — Jerusalem is my home, my place is not here, my kingdom is not here” (“Jerusalema Lyrics in English”). These words speak of the yearning for salvation, home, and togetherness, with Jerusalem as its spiritual embodiment. As Ndzuta notes, few South African songs have achieved the kind of global status attained by “Jerusalema”. A prominent earlier example is Miriam Makeba’s dance hit Pata Pata, released in the 1960s during the apartheid era. The song’s global impact was enabled by Makeba’s fame and talent as a singer and her political activism against the apartheid regime (Ndzuta). Similarly, the South African hits included on Paul Simon’s Graceland album (1986) — like Ladysmith Black Mambazo’s Homeless — emanated from a specific politico-historical moment that, despite critique against Simon for violating the cultural boycott against South Africa at the time, facilitated their international impact and dissemination (Denselow). Jerusalema’s fame was not tied to political activism but derived from the turbulent times of the COVID-19 pandemic, which, according to statistics published by the World Health Organization, by the end of 2020 had claimed more than 3 million lives globally (“True Death Toll of Covid-19”). Within this context, the song’s message of divine guidance and the protection of a spiritual home was particularly relevant as it lifted global spirits darkened by the pandemic and the many losses it incurred. Likewise, the #JerusalemaDanceChallenge brought joy and feelings of togetherness during these challenging times, as was evidenced by the countless videos posted online. The Magic of the Myth Central to the lyrics of Jerusalema is the city of Jerusalem, which has, as Hees (95) notes, for millennia been “an intense marker of personal, social and religious identity and aspirations in words and music”. Nevertheless, Master KG’s Jerusalema differs from other “Jerusalem songs” in that it encompasses dense layering of “enchantment”. In contrast to Ladysmith Black Mambazo’s Awu Jerusalema, for instance, with its solemn, hymn-like structure and close harmonic vocal delivery, Master KG’s Jerusalema features Nomcebo’s sensuous and versatile voice in a gripping version of the South African house/gospel style known affectionately as the “Amapiano sound” — a raw hybrid of deep house, jazz and lounge music characterised by the use of synthesizers and wide percussive basslines (Seroto). In the original music video, in combination with Nomcebo’s soulful rendition, visuals featuring everyday scenes from South African township life take on alluring, if not poetic dimensions — a magical sensory mix, to which an almost imperceptible slow-motion camera effect adds the impression of “time slowing down”, simultaneously “softening” images of poverty and decay. From a philosophical perspective, Zygmunt Bauman (xi) contends that “it is against a dis-enchanted world that the postmodern re-enchantment is aimed”. Yet, in a more critical vein, he also argues that, within the postmodern condition, humanity has been left alone with its fears and with an existential void that is “here to stay”: “postmodernity has not allayed the fears that modernity injected into humanity; postmodernity only privatized these fears”. For this reason, Bauman believes, postmodernity “had to become an age of imagined communities” (xviii-xxix). Furthermore, he deems that it is because of its extreme vulnerability that community provides the focus of postmodern concerns in attracting so much intellectual and “real-world” attention (Bauman xxix). Most notably, and relevant to the phenomenon of the media craze, as discussed in this article, Bauman defines the imagined community by way of the cogito “I am seen, therefore I exist” (xix). Not only does Bauman’s line of thought explain the mass and media appeal of populist ideologies of postmodernity that strive to “fill the void”, like Sharon Blackie’s The Enchanted Life — Unlocking the Magic of the Everyday, or Mattie James’s acclaimed Everyday Magic: The Joy of Not Being Everything and Still Being More than Enough; it also illuminates the immense collective appeal of the #JerusalemaDanceChallenge. Here, Bauman’s thought on the power of shared experience — in this case, mass-mediated experience — is, again, of particular relevance: “having no other … anchors except the affections of their ‘members’, imagined communities exist solely through … occasional outbursts of togetherness” (xix). Among these, he lists “demonstrations, marches, festivals, riots” (xix). Indeed, the joyous shared expression of the #JerusalemaDanceChallenge videos posted online during the COVID-19 pandemic may well sort under similar festive public “outbursts”. As a ceremonial dance that tells the story of shared experiences and longings, Jerusalema may be seen as one such collective celebration. True to African dance tradition, more than being merely entertainment for the masses, each in its own way, the dance videos recount history, convey emotion, celebrate rites of passage, and help unify communities in one of the darkest periods of the recent global past. An Intertextual Context for Reading “Jerusalema” However, historical dimensions of the “Jerusalem trope” suggest that Jerusalema might also be understood from a more critical perspective.
