espanolEl objetivo de este articulo es desvelar la tension ideologica existente en el debate entre el panamericanismo y el latinoamericanismo a la luz del contexto historico que lo forjo. Una de las variables para entender el surgimiento de ambos conceptos es el interes geopolitico expansionista de los Estados Unidos para consolidar su dominio sobre el continente americano y, a su vez, la busqueda de autonomia de los nuevos paises hispanoamericanos ante las potencias europeas y los estadounidenses. Otra de las variables es la culturalista-civilizacional planteada por el enfoque geo-cultural de las Relaciones Internacionales. Desde este enfoque se llegara a concluir que los discursos panamericanistas exponen tacitamente que America Latina pertenece a la civilizacion occidental, mientras que los discursos latinoamericanistas enarbolan la idea de que America Latina constituye ella misma una civilizacion genuina: la civilizacion latinoamericana. A traves de la tension en cuestion se veran tres momentos en la relacion civilizacional entre los Estados Unidos y America Latina que denotan los resultados de la investigacion. El primer momento, entre finales del siglo XVIII y hasta la decada de los veinte del siglo XIX, es una relacion cordial. El segundo, entre la mencionada decada y finales del siglo XIX, es una relacion de divergencia. El tercer momento, que va desde finales del siglo XIX en adelante, es una relacion de predominio panamericanista. La metodologia usada en esta investigacion es un analisis critico de las fuentes historicas primarias y secundarias en el marco de la disciplina de las Relaciones Internacionales. EnglishThe objective of this article is to reveal the ideological tension in the debate between Pan-Americanism and Latin Americanism in light of the historical context that forged it. One of the variables to understand the emergence of both concepts is the expansionist geopolitical interest of the United States to consolidate its dominance over the American continent and, in turn, the search for autonomy of the new Hispanic American countries before the European and American powers. Another variable is the culturalist-civilizational one posed by the geo-cultural approach of International Relations. From this perspective, it will be concluded that the Pan-Americanist discourses tacitly expose that Latin America belongs to Western civilization, while the Latin Americanist discourses uphold the idea that Latin America itself constitutes a genuine civilization: the Latin American civilization. Through the tension in question, we will see three moments in the civilizational relationship between the United States And Latin America that denote the results of the investigation. The first moment, between the end of the 18th century and until the twenties of the 19th century, is a cordial relationship. The second, between the aforementioned decade and the end of the 19th century, is a relationship of divergence. The third moment, which runs from the late 19th century onwards, is a predominantly Pan-American relationship. The methodology used in this research is a critical analysis of the primary and secondary historical sources within the framework of the discipline of International Relations.
