Abstract

Who should pay the cost of educating union representatives? This article briefly surveys the European experience on paid union educational leave and then develops a costing model for assessing payment of access (compensating lost time and travel) and delivery (tuition and related expenses) costs and offers recommendations for shifting access and delivery costs away from the worker and the union to third parties.
