Abstract

The National Association of Insurance Commissioners, in 1959, asked the insurance industry to study the matter of overinsurance in health insurance in order to determine (1) whether there is a problem of overinsurance, and (2) if there is a problem, how it might be best solved. As the study has progressed, the Health Insurance Association of America, in cooperation with the Blue Cross Association and the National Association of Blue Shield Plans, has submitted seven status reports.
