Abstract

Outlaw motorcycle gangs have been increasingly attempting to intimidate police officers in Quebec. The database of Quebec’s Provincial Police and the interviews conducted in this research indicate that attempted intimidation usually takes the shape of ambiguous threats within the limits of the law and by engaging in legal proceedings against the police. The response of the police to attempted intimidation has been structured in three different ways, affecting the fight against outlaw motorcycle gangs. These reactions are proportional to the impact fear has on the lives and careers of police officers. The intimidation phenomenon needs to be analyzed as an interaction between two powerful actors in permanent opposition.
