Abstract

The main theme of this research are the touristic lodging establishments in the city of Armacao dos Buzios and the municipal policies of territorial planning of the tourism established by the Master Plan of Armacao dos Buzios and the Land Use Law. In order to fulfill our objectives, we carried out direct observation, documentary analysis and semi-structured interviews with owners of lodging facilities and representatives of the class entities linked to the lodging facilities in Armacao dos Buzios. The interviews were treated based on the methodology of Bardin (2011) and six categories of analysis were extracted, involving the secondary objectives of this research. The discussion of the bibliography intersected, in particular, tourism and geography, using the category of touristic territories. Socio-territorial processes such as deterritorialization, reterritorialization and gentrification were also discussed. The main results pointed out that in Armacao dos Buzios there is a large volume of residential buildings that have been refunctionalized for lodging facilities and that this transition, following the parameters of the Master Plan and the Land Use Law, does not allow full legalization of many touristic lodging establishments, since there is a parameter incompatibility between residential and hosting uses. We also identified that the municipal legislation was not completely fulfilled, since the public policy discouraged the growth of the activity, while in the last years it has been expanding more and more
