Abstract

Considering the importance of the New Public Procurement Law (Law 14.133/2021) for modernizing public contracting and the challenges faced by small municipalities, this study addresses its impacts on these locations, focusing on efficiency, transparency, and legal security. The main objective was to analyze how the new legal requirements affect administrative management and procurement processes in small Brazilian municipalities. To this end, the research examined the changes introduced by the new law, implementation challenges, and adaptation strategies. A qualitative study was conducted using semi-structured interviews in Cujubim, Rondônia, with six participants directly involved in the municipality's procurement processes. The results indicate that, although the new legislation has promoted improvements in transparency and efficiency, adaptation has been hindered by a lack of technical training and adequate infrastructure. It is concluded that there is a need for governmental support and continuous training to overcome these obstacles and promote a more inclusive and efficient procurement environment.
