Abstract

■ Victimized by the inequities of the corporate state, working-class whites have turned on the ethnic poor as the cause of their woes rather than viewing them as the fellow victims they actually are. Therefore, if categorical social welfare reform is to be instituted, the organizer in the white community must take local politics and attitudes into account. In this way, he not only will obtain the community's sanction for his efforts, but will have the opportunity to change local trends and stretch the parameters of local consensus and community flexibility. ■
