Abstract

The paper is based on work carried out as part of a wider research project on organic farming and the CAP. The overall objective of the project was to provide an assessment of the impact of the 1992 CAP reform and possible future policy developments on organic farming, as well as the contribution organic farming could make to EU agricultural and environmental policy goals. Following an introduction the growth of organic farming in the EU is discussed and policy support for organic production prior to CAP reform is outlined. Organic farming under CAP reform is then examined focusing on support for organic farming under the agri-environment programme, requirements and eligibility conditions, and effects of the 1992 reforms of mainstream CAP measures. Support for market and regional development is then reviewed. Information support and prospects for organic farming under Agenda 2000 are also covered.
