For this purpose, we visit the Coordination of Popular Participation, responsible for the structuring and functioning of the OP in the city, and analyze documents related to this process. In the first part of the paper, we present a characterization of Brazilian democracy, in order to highlight the emergence and trajectory of participatory management in our country. Then, we discuss the emergence of the OP in Fortaleza in perspective outline the context of its emergence. Finally, we deal with the configuration and operation of the OP, explaining the major changes in its structure and the challenges faced in this space in order to consolidate a truly participatory public management.
