Abstract

As a member of the European Union, Hungary face different challenges, of which the most important are the transformation of the healthcare system, the Social Security and pension system and the system of taxation. These economic and social challenges require long-term governmental strategies, which should be modelled, tested, verified in some way. It is for this challenge that we find an efficient methodology and opportunities by the application of micro-simulation, which has long been applied in member states of the European Union for the verification of the impacts of actions. The study consists of three parts. The first part summarizes the theoretical planning process of modelling by microsimulation. The second part discusses the options of pension modelling. The third part presents an area of the intelligent IT system, a possible model of a complex IT security system at a state-owned pension paying agency.
