Abstract

In Optimum City Size: Some Thoughts on Theory and Policy, Singell [1974] concluded that without adequate mechanisms for regulating growth, cities will not attain optimum population size, and resources will consequently be misallocated. While agreeing with the general conclusion, the purpose of this comment is to show that Singell's work is deficient on two grounds. First, the work is marred by technical errors. Second, by limiting the analysis to cost and income variables, a more basic approach was overlooked.
