Abstract

Based on relevant data from 2014 to 2018, this research first evaluates the efficiencies of the industry production stage and environmental treatment stage via the dynamic two-stage SBM recycle model. Second, it employs the two-stage ZSG-SBM recycle model to optimize the allocation of resource usage and pollutant recovery variables of different provinces of China in 2025 according to the national plan, so as to find a path to realize the policy document goals of Made in China 2025. The empirical results show that the efficiencies of the east, central, and west regions nearly show a downward trend, and that two-level differentiation in the central region is large. In order to meet the planning requirements, the eastern provinces need to adjust and emit the least amount of carbon dioxide emissions per unit of industrial added value.
