Abstract

This study explores how to optimize and improve the strategical development of urban schools in China from a policy analysis perspective. Geographically, urban school layout emphasizes the regional distribution of schools, which is affected by the geographical environment; Economically, urban school layout involves the adjustment and allocation of students' sources, educational funds, educational facilities and other elements. In terms of policy, urban school layout is the result of mutual consultation among different stakeholders, which is related to the flow of students and teachers, the satisfaction of students' needs and the educational needs of families. The strategical development of urban schools refers to a set of technical and management procedures applied to planning the spatial distribution and characteristics of schools, which can be applied to match the development of schools with the distribution of the school-age population and promote the achievement of educational policy objectives.
