Abstract

An optimal resource dispatching model for expressway block removal and rescue based on potential accidents is proposed in this paper, in which the dispatch decision time is selected as the weight for each road segment according to the severity of potential accidents and can be modified based on the operating characteristics of different types of rescuing vehicles. The proposed model can handle the impact of the severity of accidents upon the rescuing efficiency and the differences in dispatching different types of rescuing vehicles. Genetic algorithm is used to solve the multi-level dispatching problem under the condition of multiple accidents and rescuing resource requirements and hence generate the optimal resources dispatching strategy. Empirical results on the expressway network in Nanjing province show that with the increase of traffic accidents, rescue depots, and the variety and amount of required resources, the proposed model can generate an optimal rescuing resources dispatching strategy, demonstrating the applicability of the proposed model in real world expressway network.
