Abstract
The development of information technology makes the government continue to innovate by implementing the concept of digitizing public services, including within the scope of population administration. The city of Surabaya, with a population of 2,893,698 people, certainly faces various dynamics of population administration problems that require the government to be able to overcome these problems effectively and efficiently through the e- Government system. One of them is by launching a Digital Population Identity application which contains KTPs and Family Cards with a centralized system under the auspices of the Ministry of Home Affairs starting in 2023. The aim of this research is to determine efforts to optimize IKD activation services in supporting the digital transformation of population administration in Kalisari Village. City of Surabaya. In this research, the author used a qualitative method with a descriptive approach model and utilized primary data obtained from observations, interviews and documentation directly at the research location. Meanwhile, secondary data was obtained through literature studies by searching for references in the form of books, scientific articles, data graphs, and previous research. The results of research using optimization theory show that efforts to optimize IKD activation services in Kalisari Subdistrict can be categorized as good but have not yet achieved maximum distribution because there are still residents who are not aware of the urgency of orderly population administration so there is a need for a new, more intensive strategy to increase the percentage of IKD ownership. which is in Kalisari Village, Surabaya City.
