Abstract

With the increasing emphasis on marine environmental protection, marine oil spill prevention and emergency response have become the focus of attention. Dispatch of oil spill resources is an integral part of the marine oil spill emergency response system. Rational selection of resource storage locations and transport routes play a crucial role in providing timely and reliable emergency response to oil spill incident. In this paper, a multi-objective resource dispatching model that minimizing the number of storage locations required to response as well as the total response time considering resource priorities. A solution algorithm is also provided. At last, a numerical experiment is conducted to verify the practicality and effectiveness of the proposed method.
