Abstract

A case study of the development value of converting coastal wetlands into recreational housing lots at Captain's Cove on Virginia's Eastern Shore attempts to identify these values by economic analysis so that better public decisions can be made on whether or not to allow development permits. Hydrological and biological assessment of natural wetlands are not as readily available as development value estimates, which generally show economic gain. The analysis considers such factors as dredging, road construction, public services, and land characteristics. 20 references, 3 figures, 2 tables.
