Abstract
Work is the production factor with the greatest impact on economic and social activities, being a basic form of efficiency. Due to the specific characteristics, the productivity of intellectual work differs significantly from the productivity of physical labor. Evaluating and analyzing intellectual productivity of work hard to achieve from a variety of practical and conceptual reasons. Analyzing the content of a number of previous articles published in prestigious journals has made it possible to identify the concepts, methods, and methodologies of calculating and analyzing the productivity of intellectual work. Our research focuses on the application of the Matrix Objective model for measuring the productivity of intellectual work in the public administration in the North-East Region of Romania. It is a current need to analyze the level of labor productivity, given that local governments have the opportunity to demonstrate their managerial capacity in attracting and effectively managing financial resources. In the future, we aim to design a labor productivity measurement and analysis model, a useful tool for public sector managers. The use of this tool will result in lower operational costs, real and effective human resource assessment, as well as the promotion of ethical principles at the organizational level.
