(Opportunities for Establishment of a Competence Center in the North Central Region of Bulgaria)

Bulgarian Abstract: Докладът обсъжда възможностите за развитие на научноизследователските дейности в България в контекста на стратегията Европа за интелигентен, устойчив и приобщаващ растеж и набор от приоритети в националните стратегически програмни документи в съответствие с нея. Тя дава основание за създаването на нова ефективна инфраструктура (Център за компетентност – КК/ Competence Center - CC ) за научни изследвания и иновации, подкрепена от различни конкретни мерки, определени в оперативната програма за развитие на човешките ресурси за периода 2014-2020 г. и от Иновационната стратегия за интелигентна специализация в страната. Изследването очертава значението на КК (Competence Center – CC) и предпоставките за изграждането на такава инфраструктура в Северен централен район на България от признатите академични центрове НВУ „Васил Левски“ - Велико Търново и Русенски университет „Ангел Кънчев“. English Abstract: The paper discusses the opportunities to develop scientific research activities in Bulgaria in the context of the Europe 2020 Strategy for smart, sustainable and inclusive growth and the set of priorities in the national strategic program documents in accordance to it. It provides a justification for establishment of a new effective infrastructure (Competence Center - CC) for scientific research and innovation supported by various concrete measures specified under the Human Resources Development Operational Program 2014-2020 and the Innovation Strategy for Smart Specialization in the country. The study outlines the importance of the CC and the prerequisites for developing such an infrastructure in the North Central Region of Bulgaria by the recognized academic centers Vasil Levski National Military University - Veliko Tarnovo and Angel Kanchev University of Rousse.
