Opportunities, Challenges and Countermeasures of Modernization of Social Governance in Big Data Era

Abstract

Big Data Era is characterized by diversity, creativity and complexity. Embedding big data into the current social governance structure not only provides technical support for the modernization of social governance, but also brings some problems for current governance. It is the premise of applying the data technology in social governance to the comprehensive cognition of dialectical thinking in Big Data Era. Based on big data development track, the paper clarifies the operational structure of big data theory, technology, and practice,the running process of theoretical layer — application layer, the governance concept of the one-to-one multi-governance subject, and the governance reform by multiple technology platforms. The development of big data provides an opportunity for the modernization of social governance.Based on the current state of big data governance, it summarizes the four aspects problems of data processing, management, security and talent. Finally, based on the theory and practice of big data technology governance, the paper provides feasible countermeasures for social governance modernization from four aspects:cogitation method, talent education, data management and legal system.
