Abstract
This conceptual paper uses Hesselbeim’s seven-faceted transformation framework to develop an approach to operationalizing and bridging intelligence collection across the domestic and foreign divide. It concludes that such an organizational bridging function is valid and necessary in order to meet modern-day and emergent threats.
