Abstract

In order to adapt to the rapid growth of private flight activities brought by the great development of general aviation and improve the safe and efficient operation of private aviation activities, the characteristics of private flight and pilot was analyzed. Using basic research method of the cost theory and taking the limited rationality and opportunism of human beings as the premise, this paper regarded the transfer and acquisition of the right to fly an civil aircraft between the authorities and pilots as a transaction and analyzed how to use civil aviation association to improve the safety operation of private pilot in uncertain environment of transaction. Suggestions for the associations’ management were made as well. The functions of civil aviation associations should include service function, bridge function, self-discipline function and industrial research and policy suggestion function. The modes between authorities and associations should be cooperation and mutual supporting. It showed that the associations would play an irreplaceable role between the authorities and pilots in the policy advocacy, formation of positive flight manner and regulations awareness, communication with private pilots and support for their safe operation. Vigorously developing civil aviation associations will help the authorities to better serve the development of general aviation.
