Abstract

Abstract : This monograph considers whether existing US Command, Control, Communications, Computers, and Intelligence (C41) systems enhanced the effectiveness of US operational commanders' decision-making processes in Operations Other Than War (OOTW) in Somalia. The author accepts an inherent lag in time between the decision to employ military forces and the execution of missions by tactical units which those decisions generate. The work considers operational agility as a function of the decision making processes employed at the strategic, operational and tactical levels and the transition of decision between the levels of conflict.
