Abstract

Background: Engaging users in the network neutrality debate requires that internet service providers (internet carriers) communicate information about the management of network traffic. Analysis: This pilot study of 42 carriers assesses transparency about internet traffic management practices (ITMPs), awarding up to ten stars via ten criteria. Policy materials on corporate websites suggest carriers demonstrate poor ITMP transparency, averaging 0.87/10 stars. Little information is available about approaches to network neutrality, or about traffic tiering, throttling, or blocking. Conclusions and implications: As the Canadian government prioritizes transparency in ITMP policy, results suggest carriers are non-compliant, inhibiting user engagement and oversight.
