Abstract

The development of an efficient e-Government for offering information and electronic services (e-services) to citizen and enterprise is the main objective of many Governments. However, the Public administrations (PA) are characterized by their heterogeneous and distributed environment, which make their cooperation and integration under the umbrella of e-Government more difficult. Thus, developing an e-Government knowledge base is the main challenge of many e-Government strategies. This knowledge base (KB) enables a well definition and description of information and services. The involved PA can use this KB to describe their appropriate concepts, organizational and legal structures, activities and business processes. We present in this paper a knowledge base modelling approach for e-Government domains. We use in particular the semantic technologies such as ontologies, semantic web and semantic web services. These technologies enable improving the description of data and services with additional semantic information, which allow an automatic processing of information and services between involved Public administrations.
