Abstract

Background: The Tokyo metropolitan government established a new emergency transportation system for a suspected stroke patient in March 2009. Tokyo stroke transport rule (TSTR) states that an ambulance transports a patient who has neurological symptom within 24 hours from onset to the closest stroke center by using the Cincinnati Prehospital Stroke Scale.
