Abstract

We have considered transitions between the Landau levels of an electron moving in a plasma due to its emission of gyro-frequency plasmons in the region of an anomalous and normal Doppler effect. Probabilities for these transitions are obtained. Transitions with spin flipping are also discussed. It is shown that anomalous Doppler emission can contribute to equalizing the populations of (both orbital and spin) energy levels.
