Abstract

AbstractPurpose: The Russian agrarian complex is currently facing the problem of choosing strategic directions for its development related to issues of economic independence and food security. The need for advanced competitive development of the Russian agro-industry in the context of the global economy dictates the need to modernize most of its industries and revive certain areas. Issues of state regulation of activity of the Russian agro-industrial complex (agrarian and industrial complex) have undoubted relevance in the solution of these tasks, namely questions of the state support of agricultural producers of the priority direction as in general within public policy, and it’s major version - legal policy.Design/methodology/approach: The methodology for solving this problem consists in conducting a comprehensive scientific analysis of one of the means of state regulation - state support for agriculture, which includes administrative and legal methods, the division of competences among the subjects of state power, restrictive measures, etc.; identifying the main shortcomings of the legal policy in the field of state support for the agricultural sector and developing proposals for their elimination.Findings: Speaking about the legal policy in the field of development of the agricultural sector of the Russian Federation, it should be understood by it, first of all, state support for the agricultural sector of the economy. Such support is an important area of State legal policy. It is especially important in the context of foreign sanctions against our country, since food self-sufficiency is a guarantee of Russia’s national security.Originality/value: The analysis revealed that the approval of the State program for the development of the agricultural sector of the country and the adoption of legislation after it led to noticeable changes in the legal regulation of state support for agriculture. However, with the undisputed advantages of the current state support system for the agricultural industry, there are a number of shortcomings in it.
