Abstract
In the early years of the republic’s sovereignty, internal intrigues and the termination of economic ties between the union republics led to stagnation in the country. Coming to power for the second time. General national Leader Heydar Aliyev, as a person who has been leading the country for a long time, found the answer to this question: we must start with the oil industry. Since this industry had a good infrastructure and highly qualified personnel worked there. One of the negatively and strongly influencing factors on the development of the country was the separatist actions of Armenia in Nagorno-Karabakh with the aim of seizing lands. The goal is to look at the economic potential in the liberated territories, to determine the missed opportunities and directions of construction work in post-conflict conditions. Methodology – historical, grouping, comparison methods were used. The results of the research – restoration of the existing economic potential in the occupied zones, the directions of its impact on the development of the economy of Azerbaijan and the issues that are important to be done in these areas have been determined.
