Abstract
Elaboration of the theoretical foundations of the economic reform is one of the most important problems of economic science. The point is not so much in showing the correspondence of the measures carried out to the objective conditions of the development of the national economy and to the requirements of the economic laws of socialism. Rather, the point is to render, by means of theoretical analysis and generalization of experience, the maximum assistance to practical work in determining the most rational means of implementing the reform, giving more precise definition to the separate propositions of the new system of planning and economic stimulation of production, and solving the questions of perfecting economic management that are connected with the new system.
