On the Procedure for Implementation of the Edict of the Presidium of the USSR Supreme Soviet, November 30, 1976, "on Sanctions for Illegal Operations with Foreign Valuta and Documents of Payment"

Abstract

The Presidium of the USSR Supreme Soviet decrees: 1. The sanctions provided by Article 1 of the edict shall be applied for purchase, sale, exchange, or utilization as means of payment of foreign exchange, documents of payment in foreign exchange and bank payment documents in rubles acquired for foreign exchange with the right of reconversion into such exchange, including sale of these valuables for profit, if the item involved in the illegal operation does not exceed twenty-five rubles in value. The value of the foreign valuta and payment documents in foreign valuta shall be determined by the official exchange rate of the USSR State Bank.
