O. Abstract The oscillations and the stability of a rotating, axisymmetric galaxy are investigated with the aid of a stellar-dynamical form to the tensor virial equations of the second order. The method requires the use of a representation of small perturbations in stellar systems in terms of a Lagrangian displacement in the six-dimensional phase space of a single star. The modes of oscillation fall into three groups: three pairs of toroidal modes, one of which becomes unstable at a sufficiently high angular momentum; four pairs of transverse shear modes, all of which appear to be stable in cases of practical interest; and two pairs of pulsation modes which are stable in oblate stellar systems. A connection is established between certain triaxial figures of equilibrium in stellar systems and the stable toroidal and transverse shear modes in axisymmetric stellar systems. One implication of that connection is that, in some cases, the figure of a triaxial galaxy can rotate about an axis which does not coincide with a principal axis of the configuration.
