Abstract

When we examine Wagar 's proposition that a universal world-state might, ultimately, devolve the world-state's sovereignty upon its constituent communities,two questions come to mind. First, it seems natural to ask whether or not a particularist nation-statemight not do the same; that is to say, is a world-statea prerequisite for the devolution of state power? Second, and more basically, one may question whether it is likely or even possible that a state would devolve its sovereignty upon its constituents; we know that states have given up sovereignty in order to gain the advantages of membership in larger entities, but have the rulers of a state ever given up state power in favor of lower levels of organization?

METHODS

The changes in the structure of the international telecommunications may be examin ed through network analysis. In some ca-;cs,traffic data were estimated ba.:;cdupon annual report s, government publications and industry interviews They consulted the following publications: Yearbook of Statistics (ITU, Geneva, 1991); International Fcrnsprcchstatistik (Siemens, Munich, 1992); The World's Telephones January 1990, (AT&T, Indianapolis, IN, 1992); and The World's Telephones January 1989 (AT&T, Indianap olis, IN, 1990). These data arc reported in MiTT--Minutcs of Telecommunication Traffic. In spite of the problems of variable number oflinks and sample size, research indicates that the data arc reliable (Barnett, ct al., 1993). Network. indicators (connectedness, centrality and integration) among 1982, 1986 and 1989 for 53 countries who reported their international calls for all three points in time correlated between .77 and .99
